The Housing Authority of the City of New Britain (NBHA) is requesting proposals from qualified contractors to provide management, oversight and supportive services of its Housing Choice Voucher Program (HCV). NBHA will award a firm fixed-price contract.

RFP submissions are due by 3:00 PM, November 30, 2018. Late proposals will not be accepted.

The NBHA reserves the right to reject any and or all proposals or to waive any informalities in the qualifications, if such action is in the best interest of the NBHA. No proposal should be withdrawn for a period of 120 days subsequent to the closing date set for submission without the express consent of the NBHA.

The Housing Authority of the City of New Britain (NBHA) will be accepting expressions of interest/statements of qualifications from entities experienced and qualified to provide one or more social service programs falling into one or more the categories listed below:
These programs would be housed at the constructed facility located adjacent to the Mt. Pleasant Federal Family Development, the New Britain Center for Excellence. Detailed information is provided in the RFQ.
1) The Center is seeking entities capable of providing assessment, case management and coordination services for all individuals interested in Center Programs. Coordination of services would be for programs within the Center as well as those available outside the Center such as community college or other programs that are consistent with the Center’s Mission Statement but located elsewhere in New Britain or the region. An entity seeking to assume this role must also be willing to provide service(s) in one major area of programming. Office space within the Center is available for use by an entity assuming this role.
2) Entities capable of providing traditional education and job readiness programs.
3) Entities capable and experienced with youth engagement, arts and technology programs, wellness and mental health programs, non-traditional job readiness programs.

The Authority will accept responses beginning immediately and on an ongoing basis through January 31, 2019 unless the solicitation is closed by issuance of a formal legal notice and/or RFQ Addendum. The RFQ closing date will be posted on the Authority website. No submission will be valid if received after the deadline.
