DIRECTOR OF PUBLIC HOUSING MAMAGEMENT

The Housing Authority of the City of New Britain is seeking a highly skilled, motivated professional individual to work as our Director of Public Housing Management for the Public Housing Department. Under the leadership of the Executive Director, this is an administrative and supervisory position, responsible for planning and directing daily management of the Authority’s Public Housing Program. The Housing Manager is a key member of the Executive management team in developing and managing programs and supervising staff to achieve the Authority’s vision and housing goals. The Housing Manager is also responsible for the direct planning, supervision and administration of one or more agency programs. Advises the Executive Director on policy issues, effectively supervises the implementation of Authority and federal policies and trains staff on such policies and updates as needed. Does related work as required. Any combination of experience and education that would be likely to provide the required knowledge and abilities could be qualifying, as determined by the Authority.

A typical way to obtain the knowledge and abilities would be:

A. Graduation from an accredited college or university with a Bachelor’s Degree in business Administration, Public Administration, Social Work, Human Services, Sociology, Psychology, Education or a related field with similar course curriculum and six (6) years of full-time paid experience, or its part-time equivalent, working in a public housing program or agency; or
B. Graduation from an accredited two-year college with an Associate’s Degree in Business Administration, Public Administration, Human Services, Sociology, Sociology, Psychology, Education or a related field with similar course curriculum and eight (8) years of full-time paid experience, or its part-time equivalent, working in a public housing program or agency; or
C. Graduation from high school or possession of a high school equivalency diploma and ten (10) years of full-time paid experience, or its part-time equivalent, working in a public housing program or agency; or
D. A equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above.

Candidates must possess a Public Housing Management Certification issued in accordance with the United States Department of Housing and Urban Development (HUD) regulations at the time of appointment and must maintain said certification for the duration of employment.

TENANT SELECTION INTERVIEWER

The Housing Authority of the City of New Britain is seeking a highly motivated individual to work as Tenant Selection Interviewer (Occupancy Specialist) for Public Housing in the Admissions Department at its Central Office at 16 Armistice Street, New Britain. The applicant must be able to perform responsible interviewing and referral services to establish initial and continuing eligibility for applicants for the Housing Authority’s Section 8 Housing Choice Voucher Program and Public Housing Programs and provide limited counseling services to Program applicants and their families. The applicant must possess the skills and knowledge generally acquired with a high school education, with two years of increasingly responsible interviewing experience, or one year of full-time social work/social service aide experience, or an equivalent combination of work and experience.

HVAC Maintenance Mechanic/Maintainer

The Housing Authority of the City of New Britain is seeking a highly motivated individual to become a member of our Operations Department as HVAC Maintenance Mechanic/Maintainer at a hourly rate of $30.92/per hour. Individual must have High school diploma or GED, and completion of vocational technical school program in the trade, and fulfillment of recognized apprenticeship program required. Five years’ experience at the journeyman level of the trade required. An equivalent combination of education and experience will be considered at the sole discretion of the Authority.
Working knowledge of requirements of HUD and the State of Connecticut in the maintenance of housing properties. Demonstrated thorough knowledge of national, state and local regarding HVAC. Performs skilled HVAC work in the maintenance, repair and renovation of Authority buildings, housing units and facilities, including HVAC. Performs general maintenance work and related work as required.

Maintainer I

The Housing Authority of the City of New Britain is seeking a highly motivated individual to become a member of our team in our Operations Department as Maintainer I. The individual must have min. five (5) years’ experience as a Maintainer affording a knowledge of the various building trades, completion of standard high school or technical school or technical school courses preferred; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. The ability to communicate in English. Previous experience in the building and related trades as a foreman, journeyman, contractor or vehicles mechanic may also be considered (including landscaping).
Working knowledge of and experience with common hand tools used in building and equipment maintenance work; good knowledge of carpentry, painting, plumbing, heating and electrical trades; skill in the use of tools; mechanic ability; ability to maintain harmonious working relationships with others; good physical condition. HCV COMPLIANCE MANAGER

The Housing Authority of the City of New Britain is seeking a highly skilled, motivated professional individual to work as our HCV Compliance Manager for the Housing Choice Voucher Department. Reporting to the Executive Director, Director of Public Housing Programs or designee – the duties of this position include a wide range of activities in the administration of the Housing Choice Housing Voucher Program. This position will have overall responsibility for the performance and compliance with HUD rules of the HCV program. The HCV Program Manager will also be responsible for managing the daily activities, overall performance and compliance with HUD rules of assigned staff.

Job Competencies
•Knowledge of HUD policies, and other Federal, state and local laws, rules and regulations related to low income housing and NBHA policies.
•Knowledge of good public policy practices and procedures, business English and basic mathematics. Knowledge of spoken and written Spanish preferred but not required.
•Comprehensive and demonstrable knowledge of HUD HQS inspection procedures and HANO Section 8 policies and procedures.
•Certification in HQS Inspection, Income, Rent and Voucher program administration required within first year of employment.
•Excellent communication and interpersonal skills. Ability to communicate with and relate to persons of diverse backgrounds and abilities and to establish and maintain effective working relationships with participants, landlords and the public.
•Ability to supervise others effectively and collaboratively, reinforcing good performance and dealing firmly but fairly with less than satisfactory performance;
•Ability to meet both internal and SEMAP program deadlines.
•Ability to plan and prioritize work of self and staff.
•Connecticut Motor Vehicle Operator’s license and insurability by the Authority’s automobile Insurance Carrier
•Bi-lingual ability in Spanish desirable.

Public Housing Manager: Certification required within one year.
