The Housing Authority of the City of New Britain (NBHA) is seeking a highly skilled, motivated professional to work as the Family Self-Sufficiency Coordinator for the NBHA. The Family Self Sufficiency (FSS) Coordinator is responsible for implementing the Housing Authority’s Action Plan and FSS Program. This position is a grant funded position and not a union position. The incumbent will be responsible for:
1. Outreach and marketing the FSS Program to NBHA Residents and community partners;
2. Determining family eligibility for participation , developing participation contracts, and formulating individual and Family Self-Sufficiency Plans in coordination with Residents;
3. Managing a caseload of participants, including but not limited to: intakes, assessments, referrals and follow up, documentation of participant progress and case conferencing, as needed.
4. Ensuring timely documentation of case notes and reporting, both electronically and in file;
5. Determining service delivery components, based on the needs identified in the Service Plans;
6. Maintain FSS program requirements, including participation criteria, timetables for participation, incentive plans, educational workshops & trainings, monitoring escrow accounts and termination procedures; and
7. Establishing, organizing, managing and maintaining the FSS Program Coordinating Committee, soliciting new members as needed.
8. Ensure services are offered and delivered without regard to race, color, age, gender identity, religion, sex, ancestry, creed, pregnancy, marital, familial or parental status, handicap, or national origin.

Property Manager

The Housing Authority of the City of New Britain is seeking a highly skilled, motivated professional individual to work closely with the Executive Director and Upper Managerial Staff as a Property Manager. The applicant is responsible for the day-to-day operations of the Housing Developments. Interested individuals must have hands on experience with Uniform Physical Condition Standards within public housing (Inspections), tenant legal summary process, lease and regulatory enforcement, knowledge of fair housing rules and regulations, resident meetings/program outreach, and have strong administrative skills, file management and program compliance. The position of Property Manager is required to be on call 24 hours per day, seven days per week for emergencies, with occasional weekend coverage for activities. A Bachelor’s Degree in business, public administration or related field and a minimum of 3 years’ experience in a management capacity or public housing is preferred. However, an equivalent combination of education and experience may be considered. Experience with web-based Property Management software, PIC and EIV (HUD) and equivalent systems preferred. Certification as a Public Housing Manager (within one year) is required. Bilingual in Spanish and English preferred.

Occupancy Specialist for Public Housing

The Housing Authority of the City of New Britain is seeking a highly-skilled, motivated, professional individual to work closely with the Director of Public Housing Programs and Property Manager as an Occupancy Specialist. The applicant is responsible to perform interviews and referral services in establishing the applicant’s initial and continuing eligibility for public housing and determining the need for emergency assistance, or other available social service programs, and providing limited counseling services to applicants and their families. Experience with web-based Property Management software, PIC and EIV (HUD), and equivalent systems preferred. Maintains accurate records and related files including annual and recertification status (finances, correspondence, etc;). Ability to review and correct Public Housing Information Center (PIC) records. Establishes and maintains contacts to gain information and verify eligibility. Maintains liaison function with other units within the Authority. Makes regular reports on applicant status to supervisor. Prepares narrative and statistical information for Supervisor, including federal and state reports. Reports work accomplished to supervisor. Public Housing Rent Calculation Certification is required within one year of hire. Bilingual in Spanish and English preferred.

The Housing Authority of the City of New Britain is seeking a highly motivated individual to become a member of our Finance Department as the Bookkeeper-Collections. The skills and knowledge required would generally be acquired with high school graduation and two years of increasingly responsible bookkeeping or office administrative experience. Ability to apply common sense understanding to carry out instructions furnished in written oral or diagrammatic form. Ability to apply principles of bookkeeping to solve practical problems. Knowledge of record keeping procedures. A working knowledge of the statutory requirements of reporting rent collections. Knowledge of general office procedures. Ability to accurately process paperwork according to standardized procedures. Ability to type accurately. Ability to deal effectively with employees and tenants. Ability to operate data processing equipment.
