RESIDENT SERVICES COORDINATOR

The Housing Authority of the City of New Britain is seeking a highly motivated professional looking to improve the quality of others This is a full-time position 35 hours weekly in the Public Housing Department. The individual must have a valid driver’s license Ability to obtain an appropriate Public Service License within three weeks of employment. Two years or four-year degree in human services or related discipline and three to five years relevant experience in a position of responsibility that involved direct services delivery to older persons and at times vulnerable populations or adequate combination of the above. Bilingual in Spanish or Polish preferred.

A desire to act as liaison to existing community-based services and supervise volunteer serves such as food distribution and onsite pantries. The is a great opportunity for a creative workflow. The individual must have the ability to work independently yet be accountable under leadership as required; excellent organizational, time management, and interpersonal skills are required to meet the needs of residents. Excellent written, oral communication skills and personal computer skills; experience in crisis intervention, mediation, and conflict resolution techniques and skills required.

Occupancy Specialist

The Housing Authority of the City of New Britain is seeking a highly motivated individual to work as Occupancy Specialist in our HVC Admissions Department at its Central Office at 16 Armistice Street, New Britain. The applicant must be able to perform responsible interviewing and referral services to establish initial and continuing eligibility for applicants for the Housing Authority’s Section 8 Housing Choice Voucher Program. This is a specialized and responsible clerical position. Employee exercises considerable judgment and initiative in carrying out day to day responsibilities subject to established procedures, practices, and standards. Duties require considerable knowledge of HUD regulations and the Administrative Plan as well as the ability to maintain complex clerical records and prepare accurate and concise reports. Work involves considerable and constant public contact, often under trying conditions. Work assignments are received orally and in writing and are performed under the general supervision of the HCV Program Manager.

Maintainer II

The Housing Authority of the City of New Britain is seeking a highly motivated individual to become a member of our team in our Operations Department as Maintainer II. The individual must have min. five (5) years’ experience as a Maintainer affording a knowledge of the various building trades, completion of standard high school or technical school or technical school courses preferred; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Previous experience in the building and related trades as a foreman, journeyman, contractor or vehicles mechanic may also be considered (including landscaping).
Working knowledge of and experience with common hand tools used in building and equipment maintenance work; good knowledge of the carpentry, painting, plumbing, heating and electrical trades; skill in the use of tools; mechanic ability; ability to maintain harmonious working relationships with others; good physical condition. HVAC Maintenance Mechanic/Maintainer

The Housing Authority of the City of New Britain is seeking a highly motivated individual to become a member of our Operations Department as HVAC Maintenance Mechanic/Maintainer at a hourly rate of $30.92/per hour. Individual must have High school diploma or GED, and completion of vocational technical school program in the trade, and fulfillment of recognized apprenticeship program required. Five years’ experience at the journeyman level of the trade required. An equivalent combination of education and experience will be considered at the sole discretion of the Authority.
Working knowledge of requirements of HUD and the State of Connecticut in the maintenance of housing properties. Demonstrated thorough knowledge of national, state and local regarding HVAC. Performs skilled HVAC work in the maintenance, repair and renovation of Authority buildings, housing units and facilities, including HVAC. Performs general maintenance work and related work as required.

PROPERTY MANAGER

The Housing Authority of the City of New Britain is seeking a highly skilled, motivated professional individual to work closely with the Executive Director and Upper Managerial Staff as a Property Manager. The applicant is responsible for the day-to-day operations of the Housing Developments. Interested individuals must have hands on experience with Uniform Physical Condition Standards within public housing (Inspections), tenant legal summary process, lease and regulatory enforcement, knowledge of fair housing rules and regulations, resident meetings/program outreach, and have strong administrative skills, file management and program compliance. The position of Property Manager is required to be on call 24 hours per day, seven days per week for emergencies, with occasional weekend coverage for activities. A Bachelor’s Degree in business, public administration or related field and a minimum of 3 years’ experience in a management capacity or public housing is preferred. However, an equivalent combination of education and experience may be considered. Experience with web-based Property Management software, PIC and EIV (HUD) and equivalent systems preferred. Certification as a Public Housing Manager (within one year) is required. Bilingual in Spanish and English preferred.

FAMILY SELF-SUFFICIENCY (FSS) COORDINATOR

The Housing Authority of the City of New Britain is seeking a highly skilled, motivated professional individual to work as the Family Self-Sufficiency Coordinator for the NBHA. The Family Self Sufficiency (FSS) Coordinator is responsible for implementing the Housing Authority’s Action Plan and FSS Program. This position is a grant funded position and not a union position. The incumbent will be responsible for:

1.Establishing, organizing, managing and maintaining the FSS Program Coordinating Committee, soliciting new members as needed;
2.Outreach and marketing the FSS Program to NBHA Residents;
3.Determining family eligibility for participating, without regard to race, color, religion, sex, handicap, familial status, or national origin, developing participation contracts, and formulating individual and Family Self-Sufficiency Plans in coordination with Residents;
4.Determining the components of the Program and Services, based on the needs identified in the Service Plans;
5.Making referrals to Community Partners as called for in the Service Plans, and following up on such referrals;
6.Maintain FSS program requirements, including FSS participation criteria, Timetables for participation, incentive plans, the Escrow accounts and termination procedures; and
7.All documentation, filing and reporting, including HUD Reports associated with the Program.
